yesterday i got home late...i parked outide my apartment and was getting out of my car...it was late...around 12:30 ish...as i was getting out of my car a car approached going very slow w/ tinted windows and the windows cracked open a bit...the car stopped a bit in front of me and i heard the brakes go on...it just sat there and i just stood there staring at it...i closed my drivers door and took a step toward it...i didnt know what was going on...then it just drove away slowly

same things happen to me.
