Rochester-area billionaire Tom Golisano said he's had enough of New York's high taxes and is changing his residency to Florida — where he figures he'll save a stunning $13,800 each day in personal income taxes.

"I can put that money to a lot better use, whether it be charitable contributions or even to try to change the system," the Paychex Inc. founder and three-time gubernatorial candidate told reporters after delivering a speech Thursday at the Hyatt Regency.

Golisano, 67, owns a home in Naples, Fla., where he already spends three or four months a year, and said he had considered changing his residency for some time. But after the new state budget increased income taxes on the wealthy, "It was a very quick decision."

Changing his residency to Florida, one of seven states with no personal income tax, will save him at least $5 million a year, he said. Forbes magazine last year listed Golisano's wealth at $1.7 billion.

To qualify as a nonresident of New York, even though he will continue to own property and collect income here, Golisano will have to be out of the state at least 184 days a year.

He said the move won't impact his philanthropic efforts in western New York, his ownership of the Buffalo Sabres hockey team or his political activities. He's also still chairman of the board of Paychex, the Penfield-based business services company, though he retired as CEO in 2004.

Golisano said he planned to retain a house in Mendon but would likely sell one on Canandaigua Lake.

Being in Florida several months a year hasn't hampered his commitment to Bishop Kearney High School, said school president Donna M. Dedee. Golisano gave $5 million to the Catholic school and has been directly involved in helping to upgrade it.

"Tom has consistently given with his financial gifts and intellectual capital," Dedee said. "That vision doesn't change."

Dedee noted that Rochester is Golisano's hometown. "He still cares about us and that won't change with geography."

Last year, Golisano started Responsible New York, a political action committee that gave heavily to candidates running for state office.

Golisano has been vocal in calling out state leaders for not curbing spending, and he said Thursday that Gov. David Paterson and legislative leaders are beholden to special interests.

He said Paterson talked tough about holding down spending, but "when push came to shove, he caved" because he approved a budget that increases state spending by nearly 9 percent. The budget also increased income tax rates on New Yorkers who make more than $250,000 a year, with a higher bracket for those making more than $500,000.

New York has the highest combined local and state taxes in the nation. Golisano said he expects other wealthy New Yorkers to leave.

"The state has to develop a spending attitude that will make it competitive with the rest of the country," he said.

My office is in Florida and my residency... even though im not in FL a ton....No state tax...

33333... NY taxes arent going UP... they have always had State, City, County etc...

I grew up here, my family is here, my business and clients are here, my friends are here, etc etc.  I am as NY as they get. 

I am trying to diversity my client base as most are in NYC metro area and expand out to Florida as well.   

NYC is becoming just too much.  Too congested, too expensive for what you get for your $$$.  Dont get me wrong, I make good money, but it just doesnt go anywhere compared to many other places. 

I know I would love the climate of Florida, but I dont know if I would get along that well with the people living there.

most poor/trash stay in their trailer or apartment, zoned out on oxycodone.  Too lazy to sit on street corner hustling, etc.

A state without ambition, in many ways.  major automakers thought about setting up a plant here but declined, as the worker base was inadequate.

if you can work nationally, FL is great.  Locally, service sector is sapped, construction is frozen, and tourism is way down.  VERY depressed local economy.  a LOT of people are out of work.   But you'll get a house cheap - if you don't mind your neighbor being a $600 month flophouse rental or section 8 govt housing, whereas they give a 2100 foot 4 BR house to some welfare mom for 8 bucks a month.

AWWWWW...Poor fucking baby has to pay 5 million in taxes...How many loopholes has he jumped through already in saving a bundle? How much money is he making in interest off of that 1.47 BILLION. Geez..I wish I had it so hard. Nonetheless given the problems of states and their financial situation, his move to Florida may not pan out so well if Florida decides to start TAXING its residents in order to try and save itself form bankruptcy....

The less people are taxed, the more they are likely to spend.  That five million will get pissed away in the hands of the government and they will likely not see a return on it.  He could donate that 5 mil to the inner city or buy 5 mil worth of product and support American business.

The governments in many states, such as CA, piss away the tax dollars and give nothing in return to the ones being taxed.  Roads don't improve, neither does education and police departments are looking at layoffs.  So where are the hard earned tax dollars going?  In my opinion the FD and PD are the only ones using the money correctly...most of the time.

Yes, they donate because it is a tax write off and they know where the money goes.

The wealthy buy from here and live here as well (although they live abroad too).  Who do you think collects the federal, state and property taxes?  France?  C'mon.  Where do they buy their groceries? Gas?

California has (had) the 7th largest economy in the world... and can't pay its' bills.

Maybe the roads down in LA are nice, but around here they are pretty bad once you get off the main highway. Schools are terrible, most of them are overrun anyways... Most public services (police, fire, etc) aren't laying off, they are all in a hiring freeze however...

2.  Garndners
3.  Hign End car dealerships
4.  Marinas
5.  High end resturants
6.  Golf clubs and stores
7.  Health Clubs

You idiots who want to bash rich people dont realize that without them, the spending insanity couldnt exist.  Also, most of the businesses who cater to rich people are owned by self employed middle class people who rely on rich people to consume their goods and services.

Additionally, most tax receipts come from rich people.  In NYC alone, 40,000 people pay over 50% of the bills.

If you think those states are the only ones supporting those jobs, you are mistaken.  Some of those jobs do better in S. FL than anywhere else.

1 - Here in FL no one cuts their own grass. 
2 - Same as above. Hell I pay $60 monthly for 2x weekly lawn service and my landscaping done.
3 - You obviously haven't seen the high end cars on the road all over here in S. FL
4 - this one doesn't require explanation
5 - same as #4. 
6 - Golf is a major attraction in FL
7 - You gotta be kidding.  People in FL (and CA) are more body conscious than anywhere else.  When it stays warm enough for shorts year around, you can be assured that 95% of the people here are going to exercise and take care of themselves.
8 - High employment here as well
9 - Same as #8.  Someone has to pull these elderly Canadian drivers out of canals and swimming pools each week.
10 - Same as any other state.

Bottom line here is, if this dude was thinking about changing his stated residence after 5 years and hadn't done so yet.. he is just a fool.  Some that dumb can't be used to exemplfy any kind of arguement about taxes or policies when he has failed to done the utmost basic option he had.  Either do it or quit whining.

No one likes paying extra taxes, but sometimes there are other factors that kepp a person in the state that outweight the others.  For example, elderly family members, grandkids, and things like that. 

I live in NY and let me tell you, this state is a disaster.  They nickle and dime you on everything and it is getting too much for everyone. 

Everyone laughed at Rush and the Governor said good riddance, however, if many people like Rush, Golisano, keep leaving, things will get even worse.

You cant tax your way to prosperity.  Targeting these people is not only wrong, but counterproductive. 

Like I said, in NYC alone 40,000 taxpayers pay 50% of the bills in a city of 8 million. 

Do the math, if even a small percentage of those people leave, we are in for an even worse mess.

That's CORRUPTION...the roadways and infrastructure are paid for by state and local taxes as well as tolls/fares and taxes on gasoline...it is not paid for by personal income tax... so you need to ask your state where all of those taxes went since they obviously are NOT being used to maintain infrastructure
