Is there a maximum or minimum amount of sets I should be doing depending on the bodypart (chest, back, shoulders etc.) for maximum growth?

Less sets for smaller bodyparts more for larger like chest and back. Ex. 9 sets for bi's, 15 to 20 for back.

Yes 99 sets per bodypart ;D If you 100 it will be overtraining.

he once said that the less time you are in the gym (with a minimum of 4 times per week X 45 mins each) the bigger you will be.
