He is 6'3 130lbs.

He says in the description he is restricting calories. It might work for awhile but he could with time permanently fuck up his metabolism. Nothing wrong with low BF but at 6'3 you should not be 130lbs.

now you call that "vascularity"? I have seen much more vascular guys who actually have "some" muscle on them. including myself when dieting.

look at his face, we're clearly looking at a guy at least 70 years old, hence all the craggly veins and the paper-thin skin. the fact that he's in shape like that is pretty damn impressive.
