If you owe the bank $5000 and you can't pay it back, you have a problem.
If you owe the bank $50 million and you can't pay it back, the bank has a problem.
If you owe the bank $500 billion and you can't pay it back, the government has a problem.

I am owed 15,000, not counting interest...It doesn't look like he will ever repay...
