Thermodynamically speaking, water has already "rolled down the hill"...there is no potential energy in water that can be exploited in an engine.
If you are talking about elemental hydrogen derived through electrolysis,...you are talking about putting energy into the molecule to split hydrogen from the oxygen,...there is no net gain to be had.

the torch in the video is probably water vapor with calcium ions, excited by radio waves or some electric current.   the energy to cut through metal is coming from the electricity, not the water.   (ok, I used teh google)

Uh, you are late.  Water powered cars, known as steam engines have been around for over 200 years.

In the 30s Besler a great steam car and even a STEAM AIRPLANE were made. The Plane flew silent and the car made it well over 100 MPH easily. Check it out:
