does anyone know an old techno song that starts out with a deep voice saying "W W W Welcome" and in the song a young british boy talks about a transistor radio?

...does anybody know the name of the techno-song, where people wear sunglasses which enable them to see folks in underwear... very gay but entertaining tune...
