How do you mean "track"?

The IP address is that of a server in Brisbane, which is all you can find from the net. If it's the IP of some member of a forum or Facebook or whatever, and you want to find their name and personal details, you'll need to get in touch with that ISP (Telstra) and get them to tell you the name and billing address, which they won't do because of privacy laws.

You can ban that IP from accessing your site using your server's control panel. But the person could simply shut down their modem for a little while and restart it to get a new address assigned to them.

Best thing I can suggest is check out the Google adsense forums, to see what others have done in similar situations. Good luck.
