I think he had some salted pretsals before the show and it made him hold water, that's what he told Flex magazine.
To be fair, their reply at the bottom of mentioning that was sarcastic as to it was complete bullshit.

I believe it's Dillet, you can see the garden hose vein in his chest. He had the nastiest veins.

That is Dillet, and no he is not small, but next to Huge Nasser even big bodybuilders can tend to look small ;)
