China wants it's home market cars to be the majority sold. So it will start putting a limit on foreign cars sold. China loves Buicks and Audis. So what's next, them requiring foreign markets to buy their cheap, crappy cars? China can't have it both ways, and if they try to limit what their people have gotten use to buying, this might start the roll downhill on a slippery slope. Once you taste the candy, and it is then limited, you start to feen for it.

What this means is that, they are trying to limit the consumption of superior foreign goods, that they themselves were building. So, what the Chinese government is doing is saying, ok, we've built this goods for you, and since we gained knowledge from you, your goods are no longer as useful. This type of thinking will eventually be applied to American goods. They are subtlely telling us, that they don't really need us, hinting at still being a isolationalist nation.
China likes the way it is, it is a semi superpower, it likes the fact that it doesn't have to be the policeman of the world, that is the US's job.
