"You're going to have to speed it up"  HUH?

WOW, now I'm not much of a fan of Reagan but who is this guy telling Reagan, a president, to speed it up and Reagan just saying Oh as the guy snorts like a pig as though he's running the show?  WTF.  I find this very offensive, who is this guy busting the president's balls right in the middle of a speech?  The audio in this clip is not clear but in a the video I'm watching at home the guys says, "you're going to have to speed it up" and Reagan says, "oh"
