CBS Station WCBS in New York reported Thursday that New York politicians were less-than-happy with the Obama administration for allegedly cutting New York City's counter-terrorism budget.

"It's an absolute direct slap in the face of the people of New York," Republican Rep. Peter King said of cuts in port and transit security funding.

The state's Democratic senators, Chuck Schumer and Kirstin Gillibrand, also chimed in, complaining (in Schumer's words) that "they just don't get it and are not doing right by New York City."

The complaints were tied to recent attempted terrorist attacks in New York City, chief among them the Times Square bombing attempt: What further evidence that New York needs its anti-terror funding, the politicians suggested, does the administration need?

The White House soon issued a statement suggesting that claims that New York counter-terrorism funding had been cut are simply wrong. The city, officials said, was actually getting an increase of $47 million for port and transit security over the previous year - so long as you remember to include more than $100 million in grants from the stimulus package.

"With that money, the total for NYC will be $245 million, more than $47 million than what was allotted by the Bush Administration in the previous year," the administration said. "In fact, one out of every three recovery dollars for transit and port security went to NYC, making them the largest recipient in the country."

CBSNews.com reached out to the Department of Homeland Security for some clarity. According to spokesperson Amy Kudwa, when you include the stimulus money, New York City does indeed get more than $47 million more - "a 24% increase from the previous administration."

(Overall, Kudwa said, DHS awarded New York City $457 million in fiscal year 2009 "to prepare for, respond to, and recover from terrorism and other threats." The numbers discussed above are tied only to port and transit security.)

The back-story here is that lawmakers are traditionally briefed on allocations privately before the numbers are released publicly; it appears that King, Schumer and Gillibrand took a very different message from that briefing than the one that the White House and DHS are pushing today.

On the same day that the story broke, oddly enough, Mr. Obama travelled to Manhattan to thank the New York police department for its response to the Times Square bombing attempt. "You have saved an awful lot of lives," he told police officers.

The Stim Bill is over next year, so its a one time gimmick.

It probably only has to be. The stim money was probably factored into the rest of the allocation.

Every budget is an annual, year by year thing.  So you can't shit on obama for slashing $ in 2011 if he hasn't done it yet.  Looking at this backlash at the incorrect accusations on him cutting the $, I doubt he'll cut a cent now.

Do you agree with the White House decision to cut New York City's anti-terror funds?

That's the question New Yorkers of all stripes were asking Thursday after the Obama administration slashed $53 million from the city's terror-fighting budget - a dozen days after a botched plot to bomb Times Square.

"Who is making these decisions?" asked Lance Orton, one of the two vigilant vendors who sounded the alarm. "I think it's messed up that Nebraska got millions of dollars for their police officers and New York is getting peanuts."

Former NYPD Deputy Commissioner John Timoney said everyone but Washington understands New York is the world's top terror target.

"The funding should be based on risk analysis," he said.

Coincidentally, Northwestern University researchers released a study yesterday suggesting New York should get $15 million to $92 million more security money - not less.

Their findings were based on how the feds allocated homeland security funds to the 10 biggest cities from 2005 through last year - and factored in the likelihood of a terrorist attack.

Stung by criticism he shortchanged New York, President Obama made a surprise stop at 1 Police Plaza, vowing to "make sure that you are getting the support you need to protect this great city."

Mayor Bloomberg "made the case" for more anti-terror cash in a private meeting with the President, a source said.

In Washington, White House spokesman Nicholas Shapiro insisted federal stimulus funds will make up for cuts to the port and transit security grants.

Meanwhile, a federal official noted New York barely tapped its $49 million federal grant for port security last year - and has yet to spend a cent from the $147 million it was given to secure the subway.

Rep. Pete King (R-L.I.) accused the White House of "playing games with numbers."

Mayor Bloomberg and Sen. Chuck Schumer (D-N.Y.) said they would press for more funds next month, when the feds dish out another pot of security cash.

In Times Square, electrician Ryan Rauert said now is not the time to skimp on New York's safety.

On the No. 1 subway train, M.J. Fahey of the Bronx predicted Obama would rescind the cuts.

And if he doesn't? "The President's going to be getting out of town fast," she said. "It's bad timing."
