Gov. Paterson has even more bad news for New Yorkers: the state sales tax on clothing may return.
ALBANY - Gov. Paterson said Thursday that more taxes on the way.
Paterson, during a pair of early-morning radio interviews, said tax hikes and other revenue increases would account for as much as 13% of the state's plan to deal with a $9.2 billion budget deficit but he stressed that it was a better solution than simply borrowing money to close the gap.
"Taxes are regrettable, certainly we don't want to increase them at this particular time, but a combination of a few taxes and some rather severe cuts to services is I think the best solution," Paterson said on Albany's WGY radio.
Paterson and lawmakers, in a move to help finally close the state's long overdue budget, are looking at re-instating the reinstating the state's sales tax on clothing and footwear purchases.
Paterson, on WOR's "The John Gambling Show" said the revived sales tax is necessary because legislators have rejected his earlier proposals to allow the sale of wine in grocery stores and tax sugary beverages.
"Our problem is that we have been unable to replace the revenues that we are not going to get from putting wine in the grocery stores or a sugar tax, which I just think makes perfect sense because even if people stop using the sugar products, you save money on the other end because it will lesson the need for health care," Paterson said.
The governor has given lawmakers until Monday to reach a final agreement on a budget before he implements his own measures to close the deficit through emergency spending bills.
Paterson said he and lawmakers were close to an agreement on a budget, but some of the toughest issues have yet to be solved.
"The distance isn't that far numerically but it is a test of the ability of the legislators to make these tough decisions - to face the public and say look we didn't want to do this but we want to keep the state from becoming insolvent," Paterson said.
Among the items still to be decide is the always-thorny issue of education aid.
Paterson also said that legislators should, at least, have a plan for how they'd deal with another $1 billion added to the deficit that may result if federal Medicaid funding that was initially promised to the state doesn't materialize.
