I bought a Foretrix 301 by Garmin for work (later found out there's a 401 . . .) and it proved valuable in the field
when I got back I started wearing it while running and I'm surprised I ever did pt without one!
without getting into exhaustive detail on it's every feature, I will say it's great knowing exactly how far I've ran, my average speed, my max speed, and a tonne of other statistics
it's great for short runs, long runs, and even sprints - plus it wears easily on your wrist

I payed 260 because I bought it at the last minute before deploying

that iphone app might be more appropriate for civilians/citizens
the Foretrix has a lot of features that people probably don't need outside of an operational environment
the 401 even has a "jumpmaster" feature designed to calculate wind speed and otherwise assist with military parachuting
either way, a GPS is an excellent tool for measuring and thus improving performance for running
