It's not that they didn't want to, no one could swim and they panicked and watched. I would think if enough folks were there, even if they couldn't swim, they could have held hands and at least reached out and saved some of them. Or maybe done something. But panic is a mofo and takes over sometimes. Fight or Flight

Surely that picture cant be from the same story as the 6 kids drowning, why the fuck was someone photographing and not trying to find a rope or a branch.
