PRAXEDIS G. GUERRERO, Mexico (CBS/AP) In one of the most violent communities along Mexico's drug-ridden border, a new police chief has stepped up to the plate: a 20-year-old woman who has not yet finished her criminology degree.
Marisol Valles Garcia was sworn in Wednesday and hopes to bring order to a township of 8,500 in the border state of Chihuahua, which used to a quiet farming community before two rival gangs began fighting for control of its single highway, a lucrative drug trafficking route along the Texas border.
Garcia is up against drug gangs notorious for killing public officials and terrorizing its citizens.
Her predecessor was gunned down in July 2009 and the town had been unable to find a replacement for more than a year.
Of course, Garcia admits, there is a considerable amount of fear that has come with her new title, but the young, energetic and possibly naive woman believes her special brand of community policing which arms itself with principles and values and focuses on prevention will slowly heal the community from the inside out.
"My people are out there going door to door, looking for criminals, and (in homes) where there are none, trying to teach values to the families," she said in her first official appearance on Wednesday. "The project is ... simple, based on values, principles and crime prevention in contacts house-by-house."
Garcia, who has two bodyguards, will not carry any weapons and wants to hire more women in addition to the three already on her staff of 13 officers. She also wants these officers to be unarmed in order to assume a non-violent role.
Although Garcia claims she welcomed her new role, there are many people who are not as enthused about having a woman - especially a non-violent one - at the helm of the war on drugs.
Miguel Sarre, a professor who specializes in Mexican law enforcement at the Autonomous Technological Institute of Mexico hopes her decision "is not a reckless act on her part...a municipal police force cannot protect itself against such powerful forces."
Other citizens who claim the lawlessness cannot get much worse are willing to give her new approach a shot.
"It is not likely things will change from one day to the next," says Arturo Gomez, a local resident and farmer, "but let's see what a woman can do..."

Also remember many of our prescription pain killers are opiate based, and drug companies make BILLIONS off of them...wonder where their suppliers come from?

A big epidemic in forged prescriptions is far greater than you realize...look even our own Tbombz had admitted to stealing checks from his own parents to forge to support his habit.
The war on drugs failed, because there was no war on drugs, it was merely a PR campaign...they only crackdown when violence sprawled out onto the streets. I agree that prohibition is a waste of time. Drugs should be legalized but controlled through employer drug screens, DUI enforcement, age requirements, etc. The country is not going to turn into addicts, it's just a scare tactic and yet another individual freedom lost.

Again you are missing the point. 'The problem' is that the majority of drug users are not the junkies you refer to, but rather normal everyday people who hold down jobs and use drugs recreationally yet are 'criminalized' for their choice over what substances they choose to put into their bodies. Nothing, and certainly not legality is going to change the life of a junkie. Addiction is a medical issue and isn't going to go away regardless, but we waste money and time on lindsay lohan just because she likes to party.

What happens when her or some normal person runs over some kid or one of your family members, and it was found out that a compassionate judge let her off the hook, because hey, "she is a normal person who likes to party".

It what people do to fuel their addiction...and what they do when they are addicted---and hell, what happens to their home life. I know of several "functioning" crack addicts, you wouldn't know unless they or their family pointed it out. But it effs with the family.
If Linsay's probation terms included the drug test and she effs that up...then she effed up...Period. Depending on how that Judicial system works, the Porbation officer can file a report to the judge and request a warrant, which I think the Judge did issue a warrant...Thus her effing up, cause a warrant to issue for her arrest.
Some states have Drug Courts, like Maryland, for habitual drug users. I don't know how well this helps the situation.
Basically, if people want to do coke and waht not, in essence there is no crime...but when a person is high, and get behind the wheel...well it's the fact they got high in the first place. Not getting high and not getting behind the wheel=not commiting a crime. Basically it comes down to being responsible, and let's face it. Americans are not responsible people. Just go to a 4 way stop and just watch the people. Just try teaching at any public school, just look around you, there are more irresponsible people than responsible...and these people NEED to be told what to do, they NEED structure, because the sad truth is if they didn't have it: They would Eff it all up.
I always wonder why is it that a society like like america has such a drug addiction, yet poor countries, don't have it as bad as we do?

At least she realized when her POS government was going to help her ass out one bit, she got going while the getting was good. Heck the police department has only 13 officers and they are unarmed....what the fuck is she going to do given those circumstances.
