Crossing party lines to deliver a stunning rebuke to the commander in chief, the vast majority of the House voted Friday for resolutions telling President Obama he has broken the constitutional chain of authority by committing U.S. troops to the international military mission in Libya.
In two votes — on competing resolutions that amounted to legislative lectures of Mr. Obama — Congress escalated the brewing constitutional clash over whether he ignored the founding document's grant of war powers by sending U.S. troops to aid in enforcing a no-fly zone and naval blockade of Libya.
The resolutions were non-binding, and only one of them passed, but taken together, roughly three-quarters of the House voted to put Mr. Obama on notice that he must explain himself or else face future consequences, possibly including having funds for the war cut off.
"He has a chance to get this right. If he doesn't, Congress will exercise its constitutional authority and make it right," said House Speaker John A. Boehner, the Ohio Republican who wrote the resolution that passed, 268-145, and sets a two-week deadline for the president to deliver the information the House is seeking.
Minutes after approving Mr. Boehner's measure, the House defeated an even more strongly-worded resolution offered by Rep. Dennis Kucinich, Ohio Democrat, that would have insisted the president begin a withdrawal of troops.
Most lawmakers said that was too rash at this point, and said they wanted to give Mr. Obama time to comply. Some also said immediate withdrawal would leave U.S. allies in the lurch.
The Kucinich resolution failed 148-265. In a telling signal, 87 Republicans voted for Mr. Kucinich's resolution — more than the 61 Democrats that did.
Still, taken together, 324 members of Congress voted for one resolution or both resolutions, including 91 Democrats, or nearly half the caucus. The size of the votes signals overwhelming discontent with Mr. Obama's handling of the constitutional issues surrounding the Libya fight.
Asked about the votes beforehand, the White House said it believes it is following the law by alerting Congress of its intentions regarding Libya, and called the resolutions "unnecessary and unhelpful."
"We've continued to consult with Congress all along," said White House spokesman Josh Earnest, pointing to briefings Mr. Obama and his top aides have given to members of Congress at various times before and during the deployment of troops.
But members of Congress said the Constitution and the War Powers Resolution require more than alerts about military action — they require congressional approval, which the White House has not sought.
The Constitution gives the power to declare war to Congress, but the power to manage the armed forces to the president. The War Powers Resolution, enacted in 1973, tries to bridge that gap by allowing the president to commit troops for up to 60 days, but requires him to seek congressional approval if he wants to extend the commitment beyond that period.
Mr. Obama's only allies were top Democratic leaders, who said neither resolution was helpful as the president tries to aid U.S. allies' efforts.
U.S. military action began March 19, as Mr. Obama committed U.S. forces to take the lead in setting up a no-fly zone to protect Libyan rebels fighting against the government of Col. Moammar Gadhafi.
The U.S. eventually moved to a support role, and is currently aiding NATO, which is maintaining the no-fly zone.

SINGAPORE – Russian Deputy Prime Minister Sergei Ivanov says NATO is "one step" from sending troops into Libya in a bid to help rebels remove Moammar Gadhafi from power.
Ivanov said Sunday at an Asian security conference in Singapore that Russia didn't know that a United Nations resolution it supported to protect civilians and shut down Libyan air space would lead to a land operation.
British and French attack helicopters struck for the first time inside Libya on Saturday. NATO had previously relied on attack jets generally flying above 15,000 feet (4,500 meters).
NATO airstrikes have kept the outgunned rebels from being overrun, but the rebels have been unable to mount an effective offensive against Gadhafi's better-equipped forces.

Just 26% Favor Continued Military Action in Libya

A plurality of voters now opposes further U.S. military action in Libya, and most say President Obama needs congressional approval to continue those operations.
A new Rasmussen Reports national telephone survey finds that just 26% of Likely U.S. Voters feel the United States should continue its military actions in Libya. Forty-two percent (42%) are opposed and 32% are undecided. (To see survey question wording, click here.)
But 59% agree the president should get the approval of Congress if he wants to continue U.S. military action in Libya. Twenty-one percent (21%) say congressional approval is not needed. Another 20% are not sure.
This marks a jump in support for congressional authorization from mid-March just after the president committed U.S. military forces to helping anti-government rebels in Libya. At that time, 47% said the president should have gotten congressional approval before ordering the military into action in Libya. Thirty-four percent (34%) said the prior approval of Congress was not necessary, but 19% were undecided.
Most voters remain skeptical of how soon U.S. military involvement in Libya will end. Just 32% think it is at least somewhat likely that U.S. military operations in Libya will be over by the end of the year, with 10% who say it is Very Likely. Fifty-four percent (54%), however, think it is unlikely those operations will be done by the close of the year, including 14% who say it is Not At All Likely. Another 14% are not sure.
This is comparable to findings in late April.

The House of Representatives last week passed a measure requiring the president to come back with a full report on military actions in Libya by the end of the month. A second measure with bipartisan support calling for an end to the Libyan mission was defeated.
The president insists that NATO allies like Great Britain and France are now taking leading military operations in Libya, with the United States taking a back seat since the early weeks of the campaign. U.S. voters aren’t so sure: 38% believe the military operations in Libya are being handled primarily by U.S. allies like England and France, but 32% think the United States is primarily in charge.
Fifty percent (50%) of Republicans and a plurality (46%) of voters not affiliated with either major party believe the United States should end its military action in Libya. Democrats are more narrowly divided, but 41% of those in the president’s party are undecided.
Sixty-four percent (64%) of GOP voters and 68% of unaffiliateds feel the president should get the approval of Congress if he wants to continue military action in Libya. A plurality (47%) of Democrats agrees.
Most Republican and unaffiliated voters think an end to U.S. military action in Libya is unlikely by the end of the year. Democrats are evenly divided on the question.
The majority (54%) of Political Class voters, on the other hand, think U.S. military involvement in Libya is likely to be over by the end of the year. Sixty percent (60%) of Mainstream voters say it’s unlikely.
While 48% of Political Class voters support continued military action in Libya, 49% of those in the Mainstream do not. Sixty-four percent (64%) of Mainstream voters believe the president needs congressional approval to continue operations in Libya, but the Political Class is closely divided.
Americans have expressed strong reservations about involvement in the current chaotic political situation in the Arab world from the start. Most voters think the growing political unrest in the Arab world is putting Israel further at risk.
At the same time, overall voter confidence in U.S. efforts in the War on Terror remain at record high levels since the killing of Osama bin Laden. However, voters appear less optimistic about the situations in both Afghanistan and Iraq.
Voters trust Republicans more than Democrats by a 47% to 39% margin when it comes national security issues. But just eight percent (8%) of voters nationwide rate national security issues such as the War on Terror as their top voting issue.

For proof, just see how the families of women raped by Gadaffi's thugs are murdering them in a spate of Muslim "honor killings" in rebel regions, as the BBC reported...
Libyan women and girls who become pregnant through rape risk being murdered by their own families in so-called "honour killings", according to Libyan aid workers.
"In Libya when rape occurs, it seems to be a whole village or town which is seen to be dishonoured," says Arafat Jamal of the UN refugee agency, UNHCR
Gadaffi's rapists often rape women in front of their own fathers or brothers. Those women are the most unfortunate of all. Since those rapes are witnessed, the women are most likely to be murdered by the barbaric Muslim men, who do this not to save the female victims, but to cleanse their own twisted consciences in an act of evil.
"To be seen naked and violated is worse than death for them," says Hana Elgadi. "This is a region where women will not go out of the house without covering their face with a veil."
Worse than death - for WHOM? The female victims, or their misogynist relatives? Perhaps some women often do wish for death, because it would never occur to them that they can recover, get help and therapy, and SURVIVE to teach other women and change the pitiful state of women in Arab and Muslim cultures, where under Sharia Law they are literally treated no better than cattle.
For those who are raped elsewhere, the UNHCR staff is rushing to get abortions for them, to prevent the pregnancy from showing - thus notifying their bothers or fathers that it is fine and dandy to KILL them.
"Time is against us," says Nader Elhamessi from the Libyan aid agency, World for Libya.
"For the moment pregnancies can be disguised, but not for much longer. Many fathers will kill their own daughters if they find out they have been raped."
"It is killing done with love," says Ms Elgadi. "They believe they are saving the girl."
"Killing done with LOVE"? These are the psychopaths Obama is supporting? Yet another example of why the so-called "Arab Spring" is a pathetic joke for women.

Rebels waging a drawn-out war to oust Libyan leader Muammar Gaddafi have run out of money, their oil chief said on Saturday, and he accused the West of failing to keep its promises of urgent financial aid.
His comments came as cracks were appearing in the NATO alliance over its 3-month bombing campaign against Gaddafi, with some allies showing mission fatigue and the United States accusing some European allies of failing to pull their weight.
The rebels have made several gains in the past few weeks, but remain far from seizing their ultimate prize -- Gaddafi's powerbase of Tripoli and its hinterland -- despite air support from the world's most powerful military alliance.
"We are running out of everything. It's a complete failure. Either they (Western nations) don't understand or they don't care. Nothing has materialized yet. And I really mean nothing," rebel oil chief Ali Tarhouni said in an interview with Reuters.

Anger ramps up in Congress over Obama’s legal defense of Libya operation

On Capitol Hill, legislators who disagree with President Obama’s legal defense of the military operation in Libya will have two options when they resume their session this week. They could try to cut off funding for the campaign, or they could formally register their disapproval that Obama did it without congressional say-so.
The first tactic has rarely worked in U.S. history.
And the second one hasn’t worked on Obama so far.
Unhappiness in Congress was magnified Saturday by a report that Obama ignored some of his legal counselors when he decided last week that the Libya campaign should not be counted as “hostilities.”
That decision allowed him to bypass the 1973 War Powers Resolution, a law that requires presidents to report to Congress on any ongoing military conflict within a limited period of time. After receiving the report, Congress then has to decide whether to authorize the action taken.
On Saturday, sources familiar with the deliberations said Obama had not overruled a formal opinion from the Justice Department’s Office of Legal Counsel — because there wasn’t one. They can take months or a year to put together.
Instead, the sources said, advisers presented him with their opinions and he chose one that White House counsel and the State Department favored.
Still, many in Congress said they were not persuaded by Obama’s logic for avoiding a congressional debate over the three-month-old conflict.
“The president has had to go through legal contortions because he knows he faces a Congress that would not give him approval,” said Rep. Michael R. Turner (R-Ohio). He has proposed a resolution that would allow Congress to formally “disapprove” of the Libya operation. “This has to be stopped,” Turner said.
This week, the Libya debate will become a key test for House Speaker John A. Boehner (R-Ohio), who appears caught between his members and his own instincts. In the House, legislators from the ideological right and left have demanded a showdown with Obama. But Boehner has seemed wary of a confrontation. When members rallied around a bill to stop the campaign this month, he authored a resolution that gave Obama 14 more days to make his case.
Obama waited 12 days. And then, on Wednesday, he told Congress he didn’t need its permission.
“U.S. military operations [in Libya] are distinct from the kind of ‘hostilities’ contemplated by” the War Powers Resolution, a White House report said.
The logic was that U.S. forces are mainly limited to supply, logistics and intelligence missions — although American drones continue to attack Libyan targets.
On Saturday, sources said Obama had solicited opinions on the matter from the Pentagon, the State Department, White House counsel and the Office of Legal Counsel, which is set up to provide independent legal analysis.
Advisers from the Pentagon and the Office of Legal Counsel, the sources said, believed that the drone strikes required that the Libya operation be described as “hostilities.” Advisers from the State Department and the White House believed they should not.
Obama, trained as a constitutional lawyer, sided against the inclinations of the Pentagon and the Office of Legal Counsel. One source emphasized this was not an illegal, or even very extraordinary, outcome.
Eric Schultz, a White House spokesman, said that “there was a full airing of views within the administration and a robust process that led the president to his view.”
On Saturday, a New York Times report describing his decision making about Libya and the War Powers act further inflamed Obama’s critics on Capitol Hill. Rep. Thomas J. Rooney (R-Fla.) said the report had convinced him that Congress ought to cut off funds for the operation.
“Today, yes, I would” support that, Rooney said. He said he was troubled by the idea that “people inside the Pentagon . . . are saying one thing but then the administration is saying something different.”
But what is Congress prepared to do about it?
On Saturday, a spokesman for Boehner said the New York Times report “reinforces the need for the White House to answer the questions that Congress and the American people have about our involvement in Libya.”
But spokesman Michael Steel was noncommittal about Boehner’s next move. “That’s something we’ll discuss” with GOP legislators, he said.
The two party leaders in the Senate, Majority Leader Harry M. Reid (D-Nev.) and Minority Leader Mitch McConnell (R-Ky.) were not available for comment on Libya on Saturday.
One option would be to hold a vote to approve or disapprove of the Libyan campaign, even if Obama has said Congress’s approval isn’t necessary.
Last week, two of Obama’s strongest allies on Libya — Sen. John McCain (R-Ariz.) and Sen. Richard J. Durbin (D-Ill.) — said they wanted such a vote. Durbin last week teamed with Sen. Benjamin L. Cardin (D-Md.) and introduced a resolution that would support the president’s Libyan actions but would set an end date of Dec. 30 and bar the introduction of U.S. ground troops, something Obama has said repeatedly he does not plan to do.
Another would be to seek to cut off funding for the operation. Rep. Dennis J. Kucinich (D-Ohio) said Saturday that he would introduce such a measure this week, when the House plans to consider a bill to fund the Pentagon.
That has happened before. In 1973, for instance, after a cease-fire had been agreed to in Vietnam, Congress voted to prohibit money being used to reintroduce troops into Southeast Asia.
In many cases, Congress has been leery about withdrawing money for troops already in harm’s way. That might still be true here, even though U.S. forces are not on the ground in Libya and face relatively little danger in the air.

AFP - NATO said Sunday it was investigating Libyan claims that nine civilians, two of them of toddlers, were killed in an alliance air raid and would be "very sorry" if that were the case.
"NATO is looking into this matter," said spokesman Wing Commander Mike Bracken. "NATO was operating in Tripoli last night, conducting air strikes against a legitimate military target."
Libyan government spokesman Mussa Ibrahim told AFP that a NATO air strike on a residential district of Tripoli early on Sunday killed nine people, five of them from the same family, and wounded 18.

In Tripoli, Ibrahim accused the Western alliance of "deliberately targeting civilians," insisting there were no military targets anywhere near the residential neighbourhood of the capital that was hit.
If confirmed, these first established civilian deaths would be an embarrassment for the alliance which has been leading the bombing campaign under a UN mandate to protect civilians.
The incident too comes a day after NATO said its aircraft mistakenly hit a column of Libyan rebel forces in the area of Brega on June 16.
NATO's latest official operational update on the Libya campaign said that aircraft hit a surface-to-air missile storage facility in Tripoli on Saturday.

On Saturday, NATO said that after looking into reports that an airstrike hit opposition forces in the Brega region on Thursday, "NATO can now confirm that the vehicles hit were part of an opposition patrol".
"This incident occurred in an area of conflict between (Moamer) Kadhafi forces and opposition forces," a statement added.
"We regret any possible loss of life or injuries caused by this unfortunate incident," NATO said.
The statement said a column of military vehicles including tanks was observed in an area where Libyan strongman Kadhafi's forces had recently been operating.
"In a particularly complex and fluid battle scenario, it was assessed these vehicles were a threat to civilians and they were subsequently engaged by NATO aircraft."

Libyan officials say 15 civilians - including three children - were killed in a Nato attack on a building west of the capital, Tripoli.
A BBC correspondent taken by the Libyan government to see a compound in the suburb of Sorman says the building has been pulverised.

WASHINGTON – The House has voted down a measure giving President Barack Obama the authority to continue the U.S. military action against Libya.
The vote was 295-123 on Friday. The congressional action has no immediate effect on American involvement but represents a repudiation of the commander in chief.
The vote marks the first time since 1999 that either House has voted against a military operation. The last time was over President Bill Clinton's authority in the Bosnian war.
House Republican leaders pushed for the vote, with rank-and-file members saying the president broke the law by failing to seek congressional approval for the 3-month-old war. Some Democrats accused the GOP of playing politics with national security.

Challenging President Barack Obama's authority as commander in chief, the House pushed toward votes Friday on the U.S. military involvement in Libya, weighing competing measures to continue the operation or cut off funds for military attacks.
"We have drifted into an apparently open-ended commitment with goals vaguely defined," said Rep. Ileana Ros-Lehtinen, R-Fla., the chairwoman of the Foreign Affairs Committee, as Democrats and Republicans criticized the mission and Obama's treatment of Congress.
"What? We don't have enough wars going on," Rep. Dennis Kucinich, D-Ohio., asked mockingly. "We need one more war. We have to wage war against another nation that didn't attack us."
The House was scheduled to vote on dueling legislation: a resolution giving Obama limited authority to continue the American involvement in the NATO-led operation against Moammar Gadhafi's forces and a bill to cut off funds for U.S. military attacks there.
The resolution mirrors a Senate measure sponsored by Sens. John Kerry, D-Mass., and John McCain, R-Ariz., that Obama has indicated he would welcome. The Senate Foreign Relations Committee will consider the resolution on Tuesday.
The bill to cut off funds would make an exception for search and rescue efforts, intelligence, surveillance, reconnaissance, aerial refueling and operational planning to continue the NATO effort in Libya. It has no chance in the Democratic-controlled Senate.
"The president has ignored the Constitution and the War Powers Resolution, but he cannot ignore a lack of funding," said Rep. Tom Rooney, R-Fla., sponsor of the bill. "Only Congress has the power to declare war and the power of the purse, and my bill exercises both of those powers by blocking funds for the war in Libya unless the president receives congressional authorization."
House Republicans and Democrats are furious with Obama for failing to seek congressional authorization for the 3-month-old war against Gadhafi, as required under the War Powers Resolution. The 1973 law, often ignored by Republican and Democratic presidents, says the commander in chief must seek congressional consent for military actions within 60 days. That deadline has long passed.
Obama stirred congressional unrest last week when he told lawmakers he didn't need authorization because the operation was not full-blown hostilities. NATO commands the Libya operation, but the United States still plays a significant support role that includes aerial refueling of warplanes and intelligence, surveillance and reconnaissance work as well as drone attacks and bombings.
A New York Times report that said Obama overruled some of his legal advisers further incensed members of Congress.
In a repudiation of the president, a coalition of anti-war Democrats and tea party-backed Republicans was expected to defeat the resolution that would give Obama authority for the operation. The fate of the legislation to cut off funds was uncertain.
In a last-ditch effort Thursday, Secretary of State Hillary Rodham Clinton met with rank-and-file Democrats to explain the mission and discuss the implications if the House votes to cut off funds. The administration requested the closed-door meeting.
Rep. Tim Walz, D-Minn., said Clinton apologized for not coming to Congress earlier. But he said she warned about the implications of a House vote to cut off money.
"The secretary expressed her deep concern that you're probably not on the right track when Gadhafi supports your efforts," Walz said.
Rep. Howard Berman of California, the top Democrat on the House Foreign Affairs Committee, said such a vote "ensures the failure of the whole mission."
Earlier this week Clinton said lawmakers were free to raise questions, but she asked, "Are you on Gadhafi's side, or are you on the side on the aspirations of the Libyan people and the international coalition that has been bringing them support?"
In the Senate, backers of a resolution to authorize the operation wondered whether the administration had waited too long to address the concerns of House members.
"It's way late," said McCain, the top Republican on the Armed Services Committee. "This is one of the reasons why they're having this veritable uprising in the House, because of a lack of communication. And then the icing on the cake was probably for them when he (Obama) said that we're not engaged in hostilities. That obviously is foolishness."
He added, however, "That is not a reason to pass a resolution that would encourage Moammar Gadhafi to stay in power."
Earlier this month, the House voted 268-145 to rebuke Obama for failing to provide a "compelling rationale" for the Libyan mission and for launching U.S. military forces without congressional approval.

Did you see where Libya made a treaty with Israel? If they help keep him in, then he will give them sole rights to the oil in Libya.
Now... Do you think the US will back Israel if they do this? I'm sure they will... so effectively Gaddafi has made a deal with the US via proxy.

Kadhafi forces report gains, launch offensive

Rebels in the western Libyan town of Zliten were said to be low on ammunition and on the defensive on Sunday, as the regime said its forces had retaken the strategic southwest town of Bir Ghanam.
Abdul Wahab Melitan, a rebel spokesman in the port city of Misrata near Zliten, said forces loyal to strongman Moamer Kadhafi had launched an assault on rebel positions in Zliten's Souk Telat area, killing three and wounding 15.
"The rebels lack ammunition to advance and we do not want to risk losing any ground," Melitan said.
Meanwhile, a rebel source at Al-Qusbat, around 90 kilometres (55 miles) east of the capital Tripoli, said that town was living through its fourth day under siege.

Libyan rebels have inflicted a devastating blow on Col Muammar Gaddafi’s Tripoli stronghold with a strike on a key oil pipeline that has triggered widespread electricity blackouts in the capital.
Advances by rebel forces in the west and east of Libya in recent days threaten to encircle the regime. Rebels claimed to have taken Bir Ghaneim, a fiercely contested town that is the gateway to the coastal road to Tunisia, and a Qatari shipment of arms on Saturday bolstered their advance on Zlitan in the east.
The severe disruption of electricity in Tripoli as a result of an attack at the end of July has enraged residents at the most sensitive time of the calendar. Festivities to celebrate the Muslim month of Ramadan were launched last week amid temperatures of 40C.
Khaled Kaim, the deputy foreign minister, said rebel forces had sabotaged a section of a pipeline carrying fuel supplies to the regime’s only electricity plant, knocking out one section and interrupting the flow through a second pipe. As a result there would be permanent damage to the regime’s generating capacity.
“The rebels turned off a valve and poured cement over it,” he said. “It took two days to clear the mess but even then there are disruptions. These attacks are aimed at starving and displacing the Libyan people and causing a humanitarian crisis.”
Blackouts are in force across Tripoli and residents breached the culture of fear to denounce the shortages.

A group of rebels on Thursday overran Kadhafi forces based in one of the town's schools, but since then the rebels have been battling to hold on to their gains.
Raed Hussein, an envoy from Al-Qusbat's military council, said he expected more Kadhafi troops to be sent from nearby Al-Khums to bolster the siege.
In Tripoli, Prime Minister Baghdadi Mahmudi told reporters that government troops had recaptured the strategic town of Bir Ghanam, southwest of the capital, from insurgents.
"Life is back to normal in Bir Ghanam, and today it is under the full control of the regime," Mahmudi said.
Rebels from the Berber-dominated Nafusa mountain range south of Tripoli claimed the capture of Bir Ghanam just 80 kilometres from the capital on Saturday, as they pushed further east.
An AFP correspondent on the scene said rebels began a two-pronged assault from Bir Ayad earlier that day, and by late afternoon, rebel commanders said Bir Ghanam had been seized.
The rebels have been using the Nafusa as a springboard to advance on Tripoli but have encountered strong resistance from fighters loyal to Kadhafi.
Mahmudi also condemned the intensification of NATO raids on Tripoli and other cities, claiming that the alliance no longer "differentiates between civilian and military sites."
NATO said its warplanes attacked 45 targets across Libya on Saturday, including an ammunition storage facility and a multiple rocket launcher system in the Bir Ghanam area.
Mahmudi criticised the National Transitional Council (NTC), the rebels' de facto government, and the security situation in the rebel-controlled east, especially after last month's assassination of General Abdel Fatah Yunis, a long-time Kadhafi ally before he defected.
The premier claimed that the "decision-making and the real forces in the field are in the hands of Islamist extremist groups."
Since the beginning of the revolt, the Kadhafi regime has portrayed the five-month-old uprising as an Al-Qaeda plot.
Mahmudi also claimed that most NTC members had left the country, saying: "I defy the NTC to meet even once during Ramadan," the Muslim month of fasting.
On Saturday, hundreds of rebel fighters also forked off towards the sea, advancing within 20 kilometres of Surman on the coast road west of Tripoli before meeting any resistance, an AFP correspondent said.
Their path northward was veiled in black smoke and strewn with burned-out Libyan army vehicles, some with the bodies of soldiers inside, he said.
But forces loyal to the veteran Libyan strongman fought back, laying down fire in a bid to halt the rebels' advance.
Many of the rebels were from the "Tripoli Battalion," a group of volunteers from the capital and other coastal towns eager to "liberate" their homes in the five-month-old revolt.
The battalion is said to have received military training in the Nafusa mountains.

Libyan Rebels Dissolve Cabinet Amid Discord

BENGHAZI, Libya — Rebel leaders dissolved their own cabinet on Monday, in an effort to placate the family of an assassinated rebel military leader and quiet discord in a movement already struggling to remove the country’s leader, Col. Muammar el-Qaddafi, from power.
A rebel spokesman said that the prime minister, Mahmoud Jibril, the only member of the cabinet who kept his job, would have to present a new slate of cabinet members to the rebel legislative body, the Transitional National Council, for approval in the coming days. The cabinet was dissolved, the spokesman said, “for improper administrative procedures” that led to the arrest and subsequent killing of the military leader, Gen. Abdul Fattah Younes, a former top Libyan commander who defected to the rebel side.
The move left the rebels without several of its leaders — including the ministers of defense, finance, interior and justice — as they try to fight a three-front war, run dozens of cities under their control and rein in armed militias that have multiplied since the February uprising.
And it threatened to halt a flurry of negotiations between the rebels and foreign governments, just as the rebels have started to wrest millions of dollars in loans and other grants from their allies.
Mazin Ramadan, a member of the finance committee, said that he believed the changes were supposed to take effect on Thursday and that he planned on continuing his work: “The interruption is not good. But this is not something we are going to worry about. This is not going to stop us.”
The reshuffling also seemed to represent an effort by interest groups within the rebel movement, including homegrown leaders who helped start the uprising, to assert their power by sidelining leaders who had returned from exile and held key posts.
For months, there had been complaints that cabinet members were unknown to most Libyans, spending most of their time abroad — especially in Qatar, the country that has emerged as the rebels’ most enthusiastic patron.
A rebel spokesman said that Mr. Jibril, who has rarely been seen in Benghazi, would be required to start spending more time in Libya.
The killing of General Younes had raised fears of internal strife, after members of his tribe, the Obeidi, said they would turn to violence unless there was a proper investigation. His family cautiously welcomed Monday’s reshuffling but demanded more action. “We only care about justice,” the family said in a statement that was also signed by the Obeidi. “We don’t seek power. We insist on bringing those involved with the assassination, regardless of their ranks or titles, to be prosecuted by a fair, civilized judicial system.”
General Younes was killed more than a week ago in murky circumstances. His family’s outrage has been focused on events that preceded the killing, when the general was summoned to Benghazi to be questioned by leaders, including Ali al-Essawi, Mr. Jibril’s deputy, according to General Younes’s family.
Rebel leaders have delivered mixed messages about the motive for the killing. Mustafa Abdel-Jalil, the head of the rebel council, called the assassination a “conspiracy” by the Qaddafi government. But others have said the general was killed by rebels seeking revenge for his role in the brutal suppression of an Islamist insurrection in the eastern city of Darnah in the mid-1990s.
Before he joined the rebels, General Younes served as the head of the Libyan special forces and the interior minister.
In recent months, Islamists have been suspected in the killings of other former Qaddafi officials. Despite pledges by the rebels to fully investigate, the shootings of at least three former Qaddafi internal security officers several months ago remain unsolved.

Mabruk Eshnuk and his 21-year-old son, Malik, lived in Scott Township but returned to Libya to join the rebels fighting the Moammar Gadhafi regime. Both men died Saturday when a mortar struck their vehicle. Yaseen and Mohamud Eshnuk, the sons of Mabruk and the brothers of Malik, said they were struck with sadness at first when an uncle called to tell them what happened, but they soon realized it was a blessing that their father and brother died honorably as martyrs. The brothers said it was always a dream of their father to go back and fight against Gadhafi because they believed he was an evil dictator who harassed Muslims for things like wearing long beards.

Despite a lightning advance which has all but captured this key strategic oil town just 30 miles from Tripoli, the fighters of the volunteer army hoping to unseat Col Muammar Gaddafi’s Libyan regime are being held at bay, in part, by one man and a gun.
From the rooftops around the city’s Martyr’s Square, a single sniper has brought one wave of the assault along Libya’s western coast to something of a standstill.
“This sniper is really tormenting us,” says Hareth al-Fasi, a 24-year-old surgeon’s son and student from Sutton Coldfield, who has joined the opposition.
“The freedom fighters have tried everything to hit him but have seen nothing more than a rifle muzzle.”
The death of a woman shot in her front room has only added to the singular mystique of a killer ensconced in high buildings and who is said to have accounted for six of the 12 opposition fighters killed on Monday.

There’s more evidence today that many of the men engaged in fighting against the Gaddafi regime have ties to an organization that killed 3,000 Americans about 9 1/2 years ago:
Abdel-Hakim al-Hasidi, the Libyan rebel leader, has said jihadists who fought against allied troops in Iraq are on the front lines of the battle against Muammar Gaddafi’s regime.
In an interview with the Italian newspaper Il Sole 24 Ore, Mr al-Hasidi admitted that he had recruited “around 25″ men from the Derna area in eastern Libya to fight against coalition troops in Iraq. Some of them, he said, are “today are on the front lines in Adjabiya”.
Mr al-Hasidi insisted his fighters “are patriots and good Muslims, not terrorists,” but added that the “members of al-Qaeda are also good Muslims and are fighting against the invader”.
His revelations came even as Idriss Deby Itno, Chad’s president, said al-Qaeda had managed to pillage military arsenals in the Libyan rebel zone and acquired arms, “including surface-to-air missiles, which were then smuggled into their sanctuaries”.
Chad, of course, lies to Libya’s south, and there are fears that a collapse of the central government in Tripoli could allow groups sympathetic to al Qaeda to set up camp in the vast deserts of Southern Libya:

Long after the bombs stopped falling from NATO planes in Libya last fall, and Qaddafi was killed, questions over where his huge stockpiles of weapons went to lingered — until now.
David Fulghum and Robert Wall at Aviation Week report that "at least some" of the 480 state-of-the-art Russian SA-24 "Grinch" shoulder launched missiles are in the hands of Hamas and Hezbollah.
An Israeli official told Aviation Week "They are in the Gaza Strip. I don't know in what numbers. They are also in Lebanon."
Though the Grinch is one of the most sophisticated anti-aircraft weapons in the world, AvWeek notes that Western forces have developed ways to neutralize them in helicopters like the Apache even without infrared countermeasures.
What they leave unsaid is that the 11,000 foot range of the SA-24 could handily pick off a civilian airliner with its heat seeking missiles.
The Grinch made the news before. In 2003, British national Hemant Lakhani, was arrested for trying to bring the rockets to the U.S. to use against Air Force One or a civilian airliner.

(CBS News) U.S. embassy offices in the eastern Libyan city of Benghazi were targeted in a bomb attack late Tuesday but no one was hurt in the explosion, a representative of the U.S. Embassy in Libya confirmed to CBS News.
No one has claimed responsibility for the attack. The Embassy has asked Libyan authorities to bolster security around American facilities in the country, the official said.
Benghazi served as an opposition stronghold during the rebellion against Muammar Qaddafi's regime. The U.S. diplomatic mission was established during the revolution in order to assist the opposition and has maintained a presence there since, the official said.
