Do you think it would be more risky for an overweight middle aged guy's heart to take steroids to get into shape or just to remain out of shape and stay fat? Would using steroids along with lifting and diet to lose weight offset the heart risks? Obviously, you can just diet and exercise to lose the weight, but what if you wanted the extra benefits that steroids provide.

The US government can possibly criminalize you for doing this, yet you can drink and smoke yourself to death as you please. Makes sense, doesn't it?

yes, it does. It takes a lot of drink and smoke to kill you.

Look at the statistics, booze, coke, meth, aspirin and on and on and on kill / damage exponentially more people than steroids.
no drug is "harmless." everything is on a scale from horrible to not so bad. and on that scale steroids are closer to the latter

Go to mydeathspace.com. Count how many people there died in DUI accidents and / or ODing from a rec. drug. Now count how many people died from steroids. ;)

Get in shape first. Abusing anything is bad for you. If you are older, middle age as you described, then a judicious use of steroids will be good for you. In fact, you have a need for testosterone supplementation much more than a younger person since your levels are much lower. Get on HRT pronto. Then start finding out the best way to get on replacement dose of HGH. Using 100-200 mg of test/wk and 2iu gh/day will go a long way in increasing quality of life and making your training more productive. This is a far cry from the 2000mg+/wk and 10-15 gh/day involved in the mutation process. All of life is a matter of degrees.

I'm not saying they aren't possibly dangerous. If used irresponsiblly, of course. But, to argue that it may take longer to die from alcohol or tobacco use is just silly on many levels. For laws to say which drugs a consenting adult can or cannot take on apparent arbitrary whim is ridiculous. That is what this is.
