Q) We're introduced to Arnold, in the early part of the movie, as Ben Richards. He's a helicopter pilot for a future government that suppresses its people. He denies a direct order to fire upon a group of civilians who are doing what?
A) Participating in a food riot. When Richards refuses to obey the order to fire on the food rioters, the other policemen in the helicopter try to restrain him. The repressive government won't stand for demonstrations from gangs of hungry people who only want food. Richards won't fire on innocent people despite his orders.
