Check Flex's waist...

I remember there was an exchange between Melvin Anthony and Ruhl, "Melvin said that he had 26" (or 28") waist, and Ruhl said one of his legs was bigger than that...

No, Flex never came in the shape that he need to win...If you look at the iconic picture of Dorian holding up Flex's hand at the 93 Mr. O, you'll notice that Flex at 218 pound had arms as big or bigger than Dorian did at 257 pounds.

Yeah, the judges always seemed to go with the herculean type physiques.
Dorian, then Ronnie.
Dorian is a good example of the Herculean type physique, thick core, powerful look, whereas flex had the polar opposite (cant remember what people used to describe it), delicate looking, small joints with sweeping round muscle bellies. Dorian had the granite, thick, powerful look.

2 totally different styles of physique.

that pic. is from the 99 olympia,flex took second,came in his heaviest ever,in his book he said that was the most he ever suffered for a contest,i remember he was his biggest,but smoother from the back,cormier took third.

I agree with this. In such a subjective sport things that shouldn't matter: attitude, personality, life style -- I think do play a part. It had nothing to do with not looking strong. Zane and Dickerson hardly looked strong. Looking at that pic of those three, if I didn't know who they were and nothing about them Flex clearly stands out. But because I know them I tend to look at Kevin with a more favorable eye. I just showed the pic to a normal guy that knows nothing about bodybuilding and he immediately thought Flex stood out the most.

Guys like Coleman, Dorian and even Jay had/have great personas. I know people rag on Jay for being boring but he seems like a good guy. Solid, professional, honest and not a low life. With Dorian you had that blue collar work horse that the everyman likes. Kind of manned up an increasingly gay sport. And as far as Ronnie, that guy is always smiling and laughing and seems to just be loving life. What's not to like?

Flex: punk, wannabe thug, cry baby -- kind of guy who would try to bang his best friend's girl if the mood struck.
 
I think that's one of the things that Kai, a clearly better bodybuilder all else being equal (condition wise), that might put him behind Phil Heath. I think the powers that be would much rather see Philsolina as the face of bodybuilding than Kai.

The problem was, he was huge, but had almost zero delt striations and a shitty back compared to those two...he was NEVER in the same league as them (except when Flex made his comeback).
Ruhl doesn't easily hang in there with them at all. Being big is not the only thing---if it was then Nasser at 280 pounds wouldn't have lost the 97 Arnold to a 224 pound Flex (who also won the Most Muscular Award).
