As much as I hate the organization he stands for (or stood for) it does not sound logical to me.

What I think is that he would fuck any woman who would also hit on me. I don't think he would try to fuck a woman like her but if she did hit on me (which I think she did as I think he was framed), he certainly didn't say no because he's just like that.
