His name is Toyama Koichi and this is his actual campaign speech from the 2007 Tokyo Gubernatorial Election.  Out of a field of 14 candidates, he came in eighth.  In 2008, he also attempted to run for President of the US on the notion that since Japan was defeated by the Americans in WW2, that Japan itself was the 51st state and that he was therefore a citizen.  Of course, the Americans saw things a little differently.  He's actually frighteningly intelligent, but his insanity limits his effectiveness.
