Calves tend to be a very 'genetic' muscle group (in part due to muscle attachments). That being said, most people train calves incorrectly and bounce around a lot of weight (this goes for many of the pros too). Instead of using muscle force they use momentum. The achilles tendon is very good at creating momentum.
Also maybe there are less AAS receptors in the calf muscles compared to other bodyparts.

but pros with bad calves... i'm sure they must have done some research on how to train calves? with the dozens of trainers they hire and the decades of experience...?

Well if you look at how many of the pros train calves, they didn't do enough research :D. They bounce the weight and use momentum instead of pausing for a couple of seconds in the bottom position.

And many guys will never have great calves. If you have high calves it really limits the potential of the calf muscles.

Always had big calves in proportion to the rest.
For some time I tried to "bring them up" via dedicated "calf training"(sitting, standing) and nothing happened.
I forgot about it and squatted more often and along with the legs the calces also grew.

Calves = 99.9% genetic (insertions) Look at people who never saw inside of gym and have great calves.
Ronnie Coleman always had shitty calves, they only got bigger as he did (and with SEO) and looked terrible.

Among Pro bodybuilders: Yates.
I forgot what his name is (funkhauser??) maybe has bigger calves but overall Yates' had the best in my opinion.

Nasser had very good calves! But I think Yates had better shape.
