Obama plans to cut tens of thousands of ground troops

(Reuters) - The Obama administration will unveil a "more realistic" vision for the military on Thursday, with plans to cut tens of thousands of ground troops and invest more in air and sea power at a time of fiscal restraint, officials familiar with the plans said on Wednesday.
The strategic review of U.S. security interests will also emphasize an American presence in Asia, with less attention overall to Europe, Africa and Latin America alongside slower growth in the Pentagon's budget, the officials said.
Though specific budget cut and troop reduction figures are not set to be announced on Thursday, officials confirmed to Reuters they would amount to a 10-15 percent decline in Army and Marine Corps numbers over the next decade, translating to tens of thousands of troops.

Before even one soldier is laid off we need to eliminate agencies, departments, etc. Before laying off one soldier we need to cut the pay and pensions of the do nothing in DC , Obamas CZARS, etc.

I do seem to recall he joined with Barney Frank in proposing something called the Sustainable Defence Task Force to make deep cuts in military spending....which I peronally think is a good thing

Cutting the military budget by $1 trillion over ten years is nothing. That's $100bn/year or about 15% of the DoD budget. You could EASILY do that without ever laying off a single soldier.
And yes, believe it or not, currently the military is recruiting a lot of individuals. In fiscal year 2011 ALONE, just the Army recruited over 11,000 people with college degrees... that does not count the others it recruited and it does not count how many were recruited by other branches of the armed forces or how many were hired to do civilian or contracting jobs for the Department of Defense. Just by letting attrition take its natural course and not hiring more people, the federal workforce can be SIGNIFICANTLY downsized.

Heritage: Obama Defense Cuts Will End US Safety

The Pentagon should be pushing “bold new moves” to protect the country’s interests instead of its perilous new plan to reduce troops dramatically and slash spending, a Heritage Foundation expert says.
Defense Secretary Leon Panetta announced the new strategy today, calling for greater U.S. military presence in Asia, pulling troops from Europe, and cutting spending by nearly half a trillion dollars.
The Heritage Foundation’s James Jay Carafano writes that the new strategy amounts to pulling “the safety net out from a global security architecture that has protected U.S. vital interests worldwide since 1945.”
“The Obama Administration’s strategy by wishful thinking will not be sufficient to keep the nation safe, free, and prosperous in the year ahead. Rather, Congress and the White House should be making bold moves to restore America’s capacity to protect itself,” Carafano writes on the foundation’s website.
The Pentagon should invest in more combat planes and stealth fighters, ramp up production of Navy vessels, and put the missile defense program on the fast track, Carafano maintains.
He also insisted that it was a mistake for the Pentagon to reduce ground forces.
“Shedding the most qualified, combat-experienced, volunteer ground forces in the nation’s history would be like Apple canceling the production of iPhones to save money. It makes no sense,” he wrote.

Rep. Allen West says the military cuts outlined by President Barack Obama at the Pentagon Thursday show “incompetence” in understanding the nation’s national security needs and the defense strategy is not “coherent.” The Florida Republican — a former army lieutenant colonel — also told Fox News’ Greta Van Susteren he believes the nation’s military leaders were ignored in the Obama administration’s defining a military direction.
“We’re not talking about a coherent national security strategy — what the president laid out is very dangerous and it really does show incompetence in understanding national security strategy,” West said. “He did not talk about how we go forward on the 21st century battlefield — the ability to engage, deter, and strike the enemy when necessary. We cannot sit around and say we won’t fight a second combat operation because the enemy has a vote in this.
“And what we need to be able to do is sit down and look at our geographical area of responsibility, and start examining the threat for the next 10 to 20 years, and come up with the requirements, and capability, and capacity that our military needs to be able to meet these threats,” he said. “Because if we continue to go down this path — after World War II we gutted the military to such a degraded state that the first Army battalion that showed up on the battlefield in Korea was absolutely decimated — I don’t want to see that type of things happen to my friends and also one of my relatives that’s still serving in the military.”
West said the administration cannot take a “one-size-fits-all” approach to the nation’s military needs and operations, and noted the administration’s strategy shows military leaders were probably not consulted in devising the defense cuts.
“I can tell you that is probably the case — I have heard some rumination to that effect,” West said. “The guidance he gave was not oriented towards how we have a strategy to contend with threats across the world — it was more so based on a budget analysis.
“One thing that troubles me is [Iranian President] Mahmoud Ahmadinejad next week will travel through Latin America, South America, and coming up through Central America — we are on the crux of having a 21st century Cuban missile crisis that could threaten us in South Florida,” he said. “We cannot disengage and leave the staunch ally in the Middle East, which is Israel. But yet we see an Arab Spring that began a year ago has now turned into an Arab Winter — so those are the types of things we have to evaluate.
“We haven’t talked about the threat from North Korea now that they’ve had the transition in leadership,” West continued. “And of course we know that China is developing the strategic navy and air forces.”

President Obama, in outlining proposed defense cuts at the Pentagon on Thursday, urged officials to remember the "lessons of history" and to make sure the country does not repeat the mistakes of the past by leaving the military "ill-prepared" for the future.
"As Commander in Chief, I will not let that happen again," he said.
But some officials are worried that the planned cuts could do just that, as few programs are expected to be left unscathed by the defense cuts and new military strategy outlined this week.
Hardest hit will be the Army and Marines, which are slated to lose about 100,000 troops. After every war since World War II, military historians explain, presidents have cut the Army hoping for quick savings and the ability to rely on superior air power, which often leads to the next ground war.
Maj. Gen. Bob Scales, former commandant of the Army War College, told Fox News in an interview Thursday that Obama is actually forgetting the lessons of history. "One commodity we always run out of is regular combat soldiers. We said we'd never fight another World War II, another Vietnam, another Korea."
But, "we always do," he said.
Rep. Buck McKeon, chairman of the House Armed Services Committee, told Fox News that drawing down ultimately leaves the military unprepared.
"Time after time after time, we found that was the wrong strategy," McKeon said. "Starting in World War II, we had men going across Africa with inadequate equipment, inadequate training, inadequate leadership, and it cost us lots of lives."
In 1946, President Truman cut the Army from 8 million to 500,000. According to Scales, Truman did not plan on fighting another land war.
Some have argued that China saw this as a weakness that led the U.S. into the Korean War.
Dov Zakheim, comptroller at the Pentagon at the start of the wars in Iraq and Afghanistan, agrees. "The last time we had anything as significant strategically was just before the Korean War, where Secretary of Defense Louis Johnson drew down the forces to the point where the North Koreans and the communist Chinese thought we wouldn't fight," Zakheim said in an interview with Fox News.
Following the conflict, President Eisenhower increased the Air Force budget and tried to rely on B-52 bombers and nuclear weapons. After Vietnam, the Army was cut to such a degree during the Carter administration that it became "hollow."
"We were stunned by what we found," KT McFarland, who worked in the Pentagon during the Reagan administration, said.
"We had planes that couldn't fly because the pilots didn't have enough hours of training to be qualified as pilots. Ships that couldn't sail because they didn't have fuel," she said.
President Obama and his military brass said Thursday that there are some who will think the cuts are too deep and some who will think they did not go far enough. Michael O'Hanlon of the Brookings Institution thinks they could be just right.
"I do not think it's a problem to cut the ground forces by 100,000 at this moment in history. That's about how much they grew after 9/11," he said.
Obama is not the first to want a leaner, more agile army. Donald Rumsfeld did at the start of the Bush administration, and the Iraq war was supposed to be won with the "shock and awe" bombing campaign.
The Pentagon has not said explicitly how deep the troop cuts will be. Precise numbers are expected to be released during the first week in February.
