Is this some sort of antique spinning top that was used as a game or game piece? It's brass on top and has golf phrases.

Those haven't been used in at least 50 years, maybe 100, but golfers would traditionally take a spin each to set the tee off order for the foursome off the first tee (where no honors yet exist). It goes all the way back to the start of the game in Scotland, before 'PGA' money, television, etc, when it was simply a gentleman's game. If you or your guy is a golfer, take it along next time and put it to use. The real hardcore golf fanatics will get a kick out of it.

I'm not sure I understand how the game is played. The "toupie" has 6 phrases on it. Hole in one, Par, Birdie, Double bogey, Eagle, Birdie. Are you saying that whoever lands on the lowest hole score would tee off first, etc.?
I wonder what this little "toy" is worth?

I don't plan on selling it. Just curious as to what it is, how old is it and it's worth. I haven't been able to find any pictures of anything like it.

I don't think you're suppose to clean the patina off antiques, it decreases the value.

Well if you don't plan on selling should be no big deal. And actually with silver it might be "ok" to clean it, just don't polish it.
