Senators warn new EPA rules would raise gas prices

Senators from both sides of the aisle are warning that looming EPA regulations on gasoline could impose billions of dollars in additional costs on the industry and end up adding up to 25 cents to every gallon of gas.
The senators, in a letter this week to EPA Administrator Lisa Jackson, urged the agency to back off the yet-to-be-released regulations. Though the EPA has not yet issued any proposal, they claimed the agency is planning to call for a new requirement to reduce the sulfur content in gasoline.
Citing the nearly $3.40-a-gallon average price of gas and the state of the economy, the senators said "now is not the time for new regulations that will raise the price of fuel even further."
They said it would be "expensive" for companies to meet the sulfur targets and cited a study that found it could add up to $17 billion in industry-wide, up-front expenses, in addition to another $13 billion in annual operating costs.
This could in turn add between 12 and 25 cents to an average gallon of gasoline "depending on the stringency of the proposed rule," they wrote.
"If the EPA does not proceed carefully with its regulations, the nationwide price of fuel could increase to the further detriment of consumers and businesses," the senators warned.
The lawmakers on the letter were: Sens. James Inhofe, R-Okla.; Lisa Murkowski, R-Alaska; John Barrasso, R-Wyo.; Mary Landrieu, D-La.; David Vitter, R-La.; and Mark Begich, D-Alaska.
The EPA did not comment on the senators' complaints.
Asked Friday for a response to the concerns, the EPA said: "EPA is still in the process of developing the proposal."
An EPA official said publicly in November that the agency was developing the so-called "Tier 3" standards proposal during a House subcommittee hearing.
Margo Oge, director of the EPA's Office of Transportation and Air Quality, told lawmakers that the proposal would help the country meet its "clean air goals."
"Motor vehicles and their fuel are an important source of compounds that form air pollution," she said.
Oge said reducing sulfur in gasoline would make emission control technology more effective, and "the end result would be cleaner air."
If the EPA formally issues the proposal, it would probably take more than a year for the agency to review public comments and finalize any plan.
A Senate Republican aide said the authority to tighten the sulfur standards comes from the Clean Air Act but noted that EPA has the discretion to either impose the standards or not.
The current sulfur standard is 30 parts per million in gasoline -- that's down from a prior standard of 300 parts per million. The new proposal could bring the standard down to 10 parts per million, according to the senators who wrote to Jackson
The aide said there was a "bigger benefit" when the standard dropped from 300 to 30 parts per million. But squeezing that down to 10 parts per million, the aide said, might not offer as much bang for the buck.
"They're extraordinarily expensive relative to the last round of sulfur reductions," the aide told FoxNews.com.

Oil companies are going to raise their prices whenever they feel like it. They can make up any excuse or even give no excuse. It doesn't matter what Obama, Congress, or anyone else does.
Remember that the majority of the oil that we use is foreign. That's why I'm going off the grid and getting solar and wind energy hooked up in a few years...and you should too.

This is easily one of the most inefficient things in society and in nature that leads to nothing good in the future. Not to mention, the huge infrastructure that cars and light trucks demand and ever increasing costs to the average family in owning/maintaining one. The pollution factor is an entirely different subject altogether.

I dont like people much to begin with, and every time Ive used any sort of public transportation I wanted to kill everyone around me, there is no way in hell Im getting on any sort of mass transit system to go everywhere.
The government is not there to tell us how to live our lives, they cannot tell us what to drive or how to get where were going, and the fact Obama is trying to force us to adop his "ideas" on what is best for us to drive is really starting to piss me off.

Its not sarcasm. Of course these changes would not occur overnight, but over an accepted period of time. Your personal overweight car is soon to be a dinosaur....a relic of the past. You may talk freedom all you want, and while the amount of freedom we actually have is contentious, it never trumps the overall greater good of society. The strains on our environment from transportation, belching factories, and overpopulation is very real.
I can see personal cars becoming something akin to having a jet ski or an ATV to take to a track or something in the future, though.

President Obama is campaigning as a champion of the oil and gas boom he's had nothing to do with, and even as his regulators try to stifle it. The latest example is the Interior Department's little-noticed August decision to close off from drilling nearly half of the 23.5 million acre National Petroleum Reserve in Alaska.
The area is called the National Petroleum Reserve because in 1976 Congress designated it as a strategic oil and natural gas stockpile to meet the "energy needs of the nation." Alaska favors exploration in nearly the entire reserve. The feds had been reviewing four potential development plans, and the state of Alaska had strongly objected to the most restrictive of the four. Sure enough, that was the plan Interior chose.
Interior Secretary Ken Salazar says his plan "will help the industry bring energy safely to market from this remote location, while also protecting wildlife and subsistence rights of Alaska Natives." He added that the proposal will expand "safe and responsible oil and gas development, and builds on our efforts to help companies develop the infrastructure that's needed to bring supplies online."
The problem is almost no one in the energy industry and few in Alaska agree with him. In an August 22 letter to Mr. Salazar, the entire Alaska delegation in Congress—Senators Mark Begich and Lisa Murkowski and Representative Don Young—call it "the largest wholesale land withdrawal and blocking of access to an energy resource by the federal government in decades." This decision, they add, "will cause serious harm to the economy and energy security of the United States, as well as to the state of Alaska." Mr. Begich is a Democrat.

WASHINGTON (AP) — Reducing sulfur in gasoline and tightening emissions standards on cars beginning in 2017, as the Obama administration is proposing, would come with costs as well as rewards. The cost at the pump for cleaner air across the country could be less than a penny or as high as 9 cents a gallon, depending on who is providing the estimate.
An oil industry study says the proposed rule being unveiled Friday by the administration could increase gasoline prices by 6 cents to 9 cents a gallon. The Environmental Protection Agency estimates an increase of less than a penny and an additional $130 to the cost of a vehicle in 2025.
The EPA is quick to add that the change aimed at cleaning up gasoline and automobile emissions would yield billions of dollars in health benefits by 2030 by slashing smog- and soot-forming pollution. Still, the oil industry, Republicans and some Democrats have pressed the EPA to delay the rule, citing higher costs.
Environmentalists hailed the proposal as potentially the most significant in President Barack Obama's second term.
The so-called Tier 3 standards would reduce sulfur in gasoline by more than 60 percent and reduce nitrogen oxides by 80 percent, by expanding across the country a standard already in place in California. For states, the regulation would make it easier to comply with health-based standards for the main ingredient in smog and soot. For automakers, the regulation allows them to sell the same autos in all 50 states.
The Obama administration already has moved to clean up motor vehicles by adopting rules that will double fuel efficiency and putting in place the first standards to reduce the pollution from cars and trucks blamed for global warming.
"We know of no other air pollution control strategy that can achieve such substantial, cost-effective and immediate emission reductions," said Bill Becker, executive director of the National Association of Clean Air Agencies. Becker said the rule would reduce pollution equal to taking 33 million cars off the road.
But the head of American Fuel and Petrochemical Manufacturers, Charles Drevna, said in an interview Thursday that the refiners' group was still unclear on the motives behind the agency's regulation, since refining companies already have spent $10 billion to reduce sulfur by 90 percent. The additional cuts, while smaller, will cost just as much, Drevna said, and the energy needed for the additional refining actually could increase carbon pollution by 1 percent to 2 percent.
"I haven't seen an EPA rule on fuels that has come out since 1995 that hasn't said it would cost only a penny or two more," Drevna said.
A study commissioned by the American Petroleum Institute estimated that lowering the sulfur in gasoline would add 6 cents to 9 cents a gallon to refiners' manufacturing costs, an increase that likely would be passed on to consumers at the pump. The EPA estimate of less than 1 cent is also an additional manufacturing cost and likely to be passed on.
A senior administration official said Thursday that only 16 of 111 refineries would need to invest in major equipment to meet the new standards, which could be final by the end of this year. Of the remaining refineries, 29 already are meeting the standards because they are selling cleaner fuel in California or other countries, and 66 would have to make modifications.
The official spoke on condition of anonymity because the rule was still undergoing White House budget office review.
