All it is doing is alerting people to the fact they are being watched on camera.

The cameras are obviously not a deterrent. So if the police back at HQ spot somebody sneaking up on a potential victim, like a woman walking alone at night, they shine a light on the guy so he knows they are watching him.

It's actually a good deterrent.
