You could cut military spending by 300billion and that would only put us back to 2007 levels which I don't recall being as really a "risky" time due to a small military force.

Problem is the cuts are going to come from such things as soldiers medical care, rather than from the places it should come from, such as the corrupt contracts for new tech that never gets off the ground yet we sink billions into, only for it to be cancelled 20 years later (see Commanche)
