Pretty good list.....I would have to include Samir, Paris and Makkawy. Just my opinion.

I always thought when talking about best bodybuilders we should count:
1. Dominance
2. Toughness/level of competition faced.
3. body
(+legacy)
I would put it something like this.
1. Ronnie Coleman
2. Dorian Yates
3. Arnold Schwarzenegger
4. Lee Haney
5. Flex Wheeler
6. Kevin Levrone
7. Shawn Ray
In my eyes Olympia is the only one that matters. You can win 10+ shows put never able to crack top-6 at the O(Darrem Charles).

From you list I would lose Franco, Zane and Padilla. Replace with Vince Taylor, Dexter and Oliva.
