Cause he needs to sell the 'get the repubs out of congress cause they pride themselves on not getting anythign done!"
See, for the last year, the repubs have bragged about their inability to compromise. Obama isn't going to let them suddenly act all bi-partisan and logical after bragging about being impossible to work with for 16 months. He's going to stall for the rest of the year. He can use their comments against them, and just run out the clock.
And really, the GOP standard line of "I'm here to do NOTHING" is pretty weak. So let's see how that works for them in 2012.
