WASHINGTON—The Obama administration is offering to cede some control over nighttime missions into Afghan village homes, U.S. officials say, in a bid to ease tensions with Afghan President Hamid Karzai that took on new urgency with the deadly rampage in a Kandahar village last week.

They offered to DISCUSS handing him over. We've all seen how Taliban "negotiations" have gone. And at that point where their offer to talk was made he was already in Pakistan so they weren't going to be able to hand him over anyway.
There was never a concrete offer. They wanted to discuss it if we stopped bombing them aka give them enough time to get out of dodge and regroup. But surprise, surprise, 240 is lying again. ::)

They knew full well that the Taliban had no intention of handing him over. They also knew that AQ was fully in bed with the Taliban based on the killing of Ahmad Shah Massoud the day prior to 9-11. Massoud was our guy in the Northern Alliance and Bin laden expected some retribution from the US and knew that Massoud would provide the on the ground support..he never expected that we'd invade. The CIA had teams on the ground by the 18th of Oct. 240 doesn't knwo what he's talking about as usual.
