Is it just me or is the rail on the roller coaster extremely close to the ground?

In case you're taller than 4 ft, it's not recommended to take a ride, so most locals do not need to worry.

What's the betting that the locals aren't allowed to visit the resort. Either too poor/malnourished to go or it's simply a private playground for fatboy himself.
