I guess what it is, is that he is the "poster child" of American Olympics---he is the Jay Cutler of the Olympics.

The three-time Olympian’s official headshot raised several questions when it made its way around the Inter-webs today. Chief amongst them were “Which Wal-Mart was he caught shoplifting at?" and “Isn’t he a few years late for the Stone Temple Pilots concert?”
It’s unclear why nobody involved with the Olympics asked their most prominent competitor if he’d like to take a few seconds to brush his hair or take off the windbreaker, but judging by Phelps’ reaction to the photo he seems rather proud that they didn’t.
