The only vote I see in 1999, which was his first year in office, was to ban gay adoptions in DC. He also voted in favor of a traditional marriage amendment in 2004 and 2006.

I don't ever recall hearing what motivated him to change his position on this from the left of Ted Kennedy to the right of Rick Santorum
