Phil looks really good, but not in the league of coleman, Yates, Haney, Arnold...
His arms are great, but not as big as many thinks. His arms are really short and thus look bigger than they really are. His triceps is good, but his biceps are pretty 'average'. Can somebone compare the height of his arm - in the FDB - with his head?
Meanwhile, here he is dwarfed with-wise by David Henry (even though it may be an older pic, it still is illustrative)
Thr other pic is from Ironage - even scaled in Phil's favour, look at the height of Arnold's biceps - not to mention the waist and general mass...

Have you been smoking crack how is David Henry drawfing Phil here? On top of that this picture is old as fuck.

The first pic is from 2006 I believe, where he was about 215-220.
His arms are not "short", his biceps extend closer to the elbow, and he doesn't have a huge peak but the bicep muscles are very detailed. The lateral head of his triceps is huge and thick, which makes his arms seem big.
All in all it's an illusion, and has been discussed ad naseum on this site.
