I though congress wrote laws...but it seem fuzzy laws can then let EPA etc write laws without consent of governed.

The Courts have ruled that Congress is well within its rights to delegate its authority to agencies by allowing them to make rules within a larger legislative framework, and that's actually quite sensible when done properly and with restraint.
With that said, I don't think that the EPA has exercised anything that could even remotely be called "restraint."

If you look up the total number of ehilations approved by obama its less per year than qhat bush approved. Much of the burdensome regulation that exists are set by independaby organizations. Obama has been working with small business and local municipalities to lessen overregulation.
