If you implanted a "micro bomblet" in someones brain and said they will die in 30 days unless they grew 20 pounds of muscle drug free, could they do it?

Yes. You would have to take part of that time and drink nothing but water so you can lose as much muscle as possible. Then stuff yourself with as much food as you can and lift as hard as you can. It can be done in that manner.
