With universal healthcare and a relatively high tax burden as % of GDP, most Americans would be inclined to call Switzerland leftist, at least in certain important respects.
Even if it isn't, my claim is still true, since I never said 'every single country in the upper echelon is leftist'; I merely said leftist countries dominate, meaning most in the upper echelon are leftist.
