Sen. Marco Rubio has sent a letter to Treasury Secretary Jack Lew (full text below the fold) in which he says "I strongly urge that you and President Obama demand the IRS Commissioner’s resignation, effectively immediately." It's perhaps a sign of how interested in the details of this matter Rubio is that there in fact is no IRS commissioner at present. The last IRS commissioner, Douglas Shulman, was appointed by George W. Bush in March of 2008 and resigned in November. It seems unlikely that this Republican appointee was engineering an inquiry in Tea Party groups' tax status for partisan reasons and even if Shulman is to blame he can't resign because he's ... already resigned.

No. He specifically wrote the letter in regards to the Commissioner. It's one thing to make an impulsive flip comment that is wrong, but to sit down and take the time to write a letter without even bothering to verify the info or who the Commissioner was supposed to be is another thing.

Sen. Marco Rubio (R-Fla.) called on the IRS commissioner to resign on Monday, following the agency's admission that it targeted conservative political groups during the 2012 election cycle.
"t is clear the IRS cannot operate with even a shred of the American people’s confidence under the current leadership," Rubio said in a letter to Treasury Secretary Jack Lew. "I strongly urge that you and President Obama demand the IRS Commissioner’s resignation, effectively immediately. No government agency that has behaved in such a manner can possibly instill any faith and respect from the American public."
Rubio spokesman Alex Conant told The Huffington Post that the letter refers to acting IRS commissioner Steven T. Miller, who served as deputy commissioner for services and enforcement when the targeting occurred. A replacement for former commissioner and Bush appointee Douglas H. Shulman has not been nominated. Shulman's term expired in mid-November.
Other Republican lawmakers have blamed the administration and demanded an apology from President Barack Obama. But the Wall Street Journal reported Sunday that no one outside of the IRS developed the criteria for subjecting applications for tax-exempt status to extra scrutiny if they had the words "tea party" or "patriot."

(WASHINGTON) Congressman Aaron Schock (R-IL) is now adding his comments to the IRS scandal unraveling in Washington.
Schock says the news "is a monumental breach of priceless public trust that cannot go unanswered." He is a member of the House Ways and Means committee, which has oversight of the IRS, and says they are holding a hearing on Friday to delve into an investigation on the IRS.
Schock also makes a call for Steven Miller, the acting commissioner, to resign because "The only way to have a clean break from the IRS leadership that has mishandled this scandal and has a stake in continuing to minimize the facts is for new leadership from the outside to come in and clean house of the mentality that allowed this breach of trust to occur."

I've seen and interacted with numerous "acting" directors of various agencies. Practically speaking, nobody really makes a distinction. Maybe when they sign a letter, or someone has a bug up their butt.

Yeah, that's normally been my experience. The military also has frocking which would be something similar wherein you may refer to somebody, for example, as General, and they wear the star, but they are not 'technically' a General yet.
