I think what he is doing is very honorable and speaks volumes about the man's overall character.
My only issue is that since a hug is the only means of payment he accepts from these gentlemen, does he not care about the possible fleas, bed bugs and urine/fecal smell that some homeless folk carry?

Over a decade ago, I used to volunteer at the local soup kitchen in Hell's Kitchen. I have always felt strongly about helping the homeless and hungry. Anyhow, one of those times I volunteered, I ended up hugging a homeless man that happened to have bed bugs on his person.
Well, what was meant as a good gesture between two men, turned into a nightmare for well over two months, as my apartment and subsequently building, became infested by bed bugs. It started with my apartment and slowly spread to my neighbors. The morning right after that faithful day, I had bug bites at the ankles, wrists and knees.
It took over 2 months of fumigation for those bugs to finally die out. Our landlord was kind enough to pay for us to stay at one of his neighboring properties.
That's why I made that comment, as I speak from experience regarding such matters..

Holy shit. I've never had that issue but I remember when I was staying with my friends in Australia and their whole fucking house was infested, several of the beds. The lads had bites all over 'em and were trying to get rid of the bugs for ages. I've never heard of anyone getting them in Ireland but they must exist here also, just less common. GROSS!!

They are a serious issue here in New York City.
When a building gets infested by bed bugs, tenants have the right to demand a speedy fumigation for prompt removal, no rent charged until the problem is resolved and, if severe enough, relocation to another property and/or hotel.
Bed bugs are a serious problem and are in no way inherent to the homeless, but due to their lack of proper living conditions, they are prone to carry them.

I stay at hotels when I travel abroad, as well as when I go down to the Keys or even to Hawaii.
In terms of expensive hotels, I have fractional ownership down at the Ritz Carlton in Key Biscayne and, due to such, I get coupons that allow me to stay free (for 3-4 days per month or I can take the time in weekly increments or monthly increments, tallying up to a full month) at any of their locations.
Other than the Ritz, truly expensive hotels I have stayed at that stand out due to sheer price include the Setai (Miami), Burj al Arab (Dubai), The St. Regis (in Bora Bora) and Tortuga Bay (Punta Cana, Dominican Republic).

The only reason why I have such certitude regarding the origin of the infestation in this particular instance is because we found out about 2-3 days later from a colleague that was also at the soup kitchen, that he had also acquired bed bugs. Furthermore, upon speaking to the event organizer, he had mentioned that a particular shelter, which the homeless man who I hugged was staying at, had an ongoing infestation of bed bugs. By way of deductive reasoning alone, I figured that gentleman was the vector for the bugs.
Even with that, it is still possible for the bed bug to have surfaced from another medium.

That sounds like sandflies. They are so tiny here that you can't see them. I have never seen bed bugs here and hope I never do, as god knows I have enough insects and spiders to worry about.

For the past 5 years I have worked with the Homeless at a "wet" shelter (will take guests that are drunk and/or high - most shelters will not). As a result of our criteria regarding who exactly we serve -I ended up working with the hardest of the hard core "homies". This experience has grown me as a person and I have much respect for those that are moved to serve those less fortunate.
