A reporter asked him what it was back in the 90's when he was doing promo for Hard Target.

He said it was a cyst. Darcy wanted him to get rid of it.

He asked the reporter if he should but the reporter just kind of shrugged.
Removing that would leave a scar which I'm sure he could have had minimized by a good plastic surgeon but i'm sure he felt it would make him look more original and special, since it wasn't affecting him in any way.
