I'd say the officer would be better suited for a job where he can stay warm and dry. He certainly doesn't have that important little thing that police should have that kicks into gear when you see someone in a life threatening situation. The citizens in that case were probably just as suited as that officer to try and reach the occupant however I couldn't/wouldn't count on someone else to see opportunities to trouble shoot a problem to reach them with time being so critical. I'd be down there doing my best to get them out.

I'm a cop too. Why the cop at phone? because he's calling firemen, he had to make a report to superior authority, and superior authority are going to decide.
Sometime on accident i'm with my phone because i make a report to the firemen to help them to engage needed material, or a superior authority, because sometime it's more usefull than trying to lift a car from a lake or trying to cut the carcass of a car with your bare hand.

Doesn't the fact that they can talk to her tell us she wasn't drowning. And in fact, a bunch of guys jumping into the mud may have made the situation worse. I think one guy going down there probably would have been the best thing to do. In America ripping people out of vehicles that aren't on fire is a good way to get yourself sued.

sadly there are three kind of people,those who watch things happen, those that make things happen and finally those that don't know what the hell is happening. thank god there's enough of the second kind there to render aid. what the video didn't show is the woman regaining consciousness and the cop citing her for exceeding the speed limit, driving too fast for conditions, reckless driving, and finally two broken headlights so in the end you see he was doing his job as a public servant.
