Uah has reduced its rate of chronic homelessness, by 78 percent over the past eight years, moving 2000 people off the street, and putting the state on track to eradicate homelessness altogether by 2015.
How did they do it?
The state is giving away apartments, NO strings attached.
In 2005, Utah calculated the annual cost of E.R. visits, and jail stays for an average homeless person, was $16,670, while the cost of providing an apartment and social worker, would be $11,000.
Each participant works with a caseworker to become self-sufficient, but if they fail, they still get to keep their apartment.

Interesting. It's great it saves money but they should not be allowed to stay unless they "earn their keep" somehow.
I don't care if they spend eight hours a day picking up garbage off the streets. Just do something to contribute to society.

the problem is, in Florida they'll be given $315 a month in food stamps, $785 a month in public housing, and end up making more than everyone else working 28 hours at $8 an hour.

this is entirely what is wrong with society today. handouts and free rides. want food stamps? an apartment to live in? great- for every hour of community service you do you'll get x amount of $ that will go towards those things.
see how many sign up for that.

Arce...the truth is that only idiots are homeless....you simply need to think and be innovative as to exactly what a home actually is. Fact is that anyone can create a set of living quarters for very little money.

Dave, Cheryl and our cat Basil living in a 16X20 canvas wall tent for two winters in Maine. The two years were tough - the winter of 2010-2011 was one the worst for our area in 30 years. But it was worth the struggle and sacrifice. When we moved in we had nothing left in our bank account. But we were able to use the money we saved in living expenses in two years to make a downpayment on an owner-financed home and launch a small business (January House Books - our first book, Demons of Druid Oaks, is now also on kindle
). I think it proved to us that even in a bad economy, you can find creative ways to get ahead, if you are willing to take a big risk and give up nearly everything but your dream for a while. For more details on setting up a wall tent for winter living,

no those people are homeless because the are either lazy, have drug addictions, or mental problems.

No it just moves the problem somewhere else. And we shouldn't discount the fact that many are homeless because they choose to be.
And of course you can reduce homelessness by simply giving them homes. But that's a slap in the face to all the hard working people that get up every morning, many (if not most) working jobs they are sick of. They do it because they have to support themselves and their families. And the idea of forcibly taking money away from those who do work and give it to people who don't work or don't want to work it immoral. It also encourages and provides an incentive for those to be homeless so that they can get a free ride.
BTW, I live in Hawaii and homelessness is easily our biggest social problem right now and always in the forefront in the news and is only getting worse. I wasn't aware of this "one way ticket" deal but one of the main reasons they are here is because of the weather. Why would anyone want to go back to the mainland where the chances are they will have more challenges dealing with weather issues than here in Hawaii?

I know you get a lot of shit here but I have to give you a lot of credit and respect. I wish I had the wherewithal, the knowledge and the guts to make a go at "living off the grid" as you so aptly put it.
I am more than willing to live a modest and relatively spartan lifestyle in exchange for more freedom and to step out of the herd and go my own way. I just wouldn't know where to start.
