Isn't it obvious this was a person who is severely handicapped?  There's a adult transition center for severely handicapped who recently graduated from high school.  There was a kid in there that sort of similar to this person.  He would get mad and threaten to hurt people if someone didn't do it exactly the way something wasn't supposed to be done.  Other than that he was a nice and a friendly kid though.
