Get your eyes check. Rhoden's arms lack definition and separation between bis and tris. Wolf's arms look plastic, no pop to them. They look like an action figures arms.
Dex's arms are better than the two that you listed.

Having good triceps is great but for an arm to be considered great
Bicep peaks are a must must must

Exactly.

People get bamboozled because big tris look great hanging relaxed in a Tshirt 
But from a quality arm stand point good developed bis are essential .. So Evan has big arms good arms but wouldn't make a greatest or best arm list if I was making it
