If you have programs like these, and they go un-policed, you will have things like this happen.  Civil servants are shitty at their jobs, and if they worked harder and more meticulously, they would find assholes like these.  But, the program is the program.

Seems to me that Castillo should now be genuinely classified as disabled due to the sporting the new asshole that she just ripped him.
