He wasn't wrong in referring to him as Governor. While most US titles of office can not be carried after conclusion of terms are reached, both governors and a U.S. senators actually have a right to keep theirs for the rest of their lives.
Some former members of office need to relinquish their titles upon stepping down (Article I, Section 9 of the Constitution speaks about this), while others (Supreme court judges, 4-star admirals & generals, Governors and Senators etc.) can keep their titles for the rest of their lives.

About calves, yes they should count, but even if Wolf's are close to non existant, the others are not that much better, so overall Wolf has the edge...
