Title: Why doesn't China and India have World Cup Teams?

Combined they have 1/2 the world's population.  you'd think either country can find 15 guys who can play soccer.

They both field national teams...neither qualified for the Cup this time around.

On one occasion in the 1950's, India's team qualified, but refused to participate because FIFA would not let them play barefoot.

They do have teams they just never qualify...especially india.

 Brazil is the only country to qualify for all the world cups.
