It's probably some odd hair thickener - I remember some balding musicians using it and it would look good if the loss was in the beginning stages.
I think Pro-lump-o should just shave it off and show the world his distinct features.

Guys just don't realize that if you have an older looking face nothing looks more bizarre than jet black hair. Arnold for a brief period let his hair go natural and he looked fantastic but soon resorted to the dye.

He's using a topical concealer. During one of the Rx muscle live shows I kept asking about Palumbos hair and he responded to my comments on air.
He had a hair transplant but he continued using crazy amounts of gear. His hair is to far gone to be saved

He was banned from the auditorium and broadcast from the expo in the Species booth while looking at a TV screen. Painful to watch.

He's def using too much of it because it looks like shoe polish.

He doesn't have enough hair for a concealer to do much good. He used high doses of gear for years and all he has left are the hairs that were transplanted. His donor area is exhausted so no more transplants. He can't shave his head because of the huge scar on the back of his head. The scar is visible in some of the videos on rx muscle. In short, he fucked.
