that closes the gun show loophole (where you can use a fake name, no ID, and have a record, and still buy a gun or 50 guns, in a private sale). repubs LOVE that loophole because he keeps govt from regulating all guns and knowing where they all are (should govt ever try to confiscate). Dems HATE the loophole, cause they like the govt to control everything (and be able to grab guns if they want).
